The temporary Certificate of Receipt of Application allows service to begin while the full Certificate of Endorsement is processed.

Full endorsementThe full endorsement permitting permanent crew service in the certified capacity on a vessel flying the HISCR flag.

Certificate of Receipt (COR)
Valid 3 monthsA temporary certificate allowing immediate service while a full CoE application is processed. It may be renewable while processing continues, subject to applicable requirements.
Where authenticity verification of the CoC and GMDSS-GoC is still pending, the COR is issued for a period not exceeding three months. Any further extension is subject to approval by the General Ships Registrar.

The full Certificate of Endorsement follows document and authenticity verification by the issuing authorities.

What every endorsement application needs
Officers serving on Haiti-flagged vessels must hold the appropriate Certificate of Endorsement under the STCW Convention, issued by the Haiti maritime administration.
