Two Certificates

Sail immediately on a COR, serve permanently on a CoE

The temporary Certificate of Receipt of Application allows service to begin while the full Certificate of Endorsement is processed.

Certificate of Endorsement (CoE)

Full endorsement

The full endorsement permitting permanent crew service in the certified capacity on a vessel flying the HISCR flag.

Documents to submit

  • Certificate of Competency (CoC)
  • GMDSS General Operator's Certificate (GMDSS-GoC)
  • Valid medical certificate
  • Valid passport
  • Seaman's Book / discharge book

Certificate of Receipt (COR)

Valid 3 months

A temporary certificate allowing immediate service while a full CoE application is processed. It may be renewable while processing continues, subject to applicable requirements.

Where authenticity verification of the CoC and GMDSS-GoC is still pending, the COR is issued for a period not exceeding three months. Any further extension is subject to approval by the General Ships Registrar.

Submit the completed application together with all required supporting documents.

Where urgent operational needs apply, the temporary Certificate of Receipt of Application is issued.

Obtain Full CoE

The full Certificate of Endorsement follows document and authenticity verification by the issuing authorities.

What every endorsement application needs

Officers serving on Haiti-flagged vessels must hold the appropriate Certificate of Endorsement under the STCW Convention, issued by the Haiti maritime administration.

  1. Completed application for endorsement
  2. Certificate of Competency from a White Listed country
  3. GMDSS-GoC for applicable deck officers
  4. Valid medical certificate
  5. Passport copy and recent photograph
  6. Valid Seaman's Book
  7. Authenticity verification of CoC and GMDSS-GoC by the issuing authorities
